现批准《石油化工静设备安装工程施工质量验收规范》
为国家标准,编号为 GB50461-2008,自 2009 年 5 月 1 日
实施。其中,第 4.3.4、5.4.3、6.1.3、7.0.2 条为强制性
条文,必须严格执行。
本规范由我部标准定额研究所组织中国计划出版社出
版发行。

本规范是根据中华人民共和国建设部《2005 年工程建设标准规
范制订、修订计划(第二批)的通知》(建标函[2005]124 号),由中
国石油化工集团公司组织中国石化集团第四建设公司、中国石化集团
第二建设公司、南京扬子石油化工工程有限责任公司、石油化工工程
质量监督总站扬子石化分站等单位参加编写。
在编制过程中,编制组开展了专题研究进行了比较广泛的调研,
总结了近几年来石油化工工程建设的实践经验,坚持了“验评分离
强化验收、完善手段、过程控制”的指导原则,并以多种形式征求了
有关设计、施工、监理等方面的意见,对其中主要问题进行了多次讨
论,最后经审查定稿。
本规范规定的主要内容有:静设备安装的基本规定基础复测及
处理、地脚螺栓、垫铁的规定;静设备安装质量验收标准;静设备现
场组焊的质量验收标准;试验要求;工程验收要求。
本规范以黑体字标志的条文为强制性条文,必须严格执行。
本规范由建设部负责管理和强制性条文的解释,由中国石油化
工集团公司负责日常管理工作,由中国石化集团第四建设公司负责

1 总 则
1.0.1 为加强石油化工建设工程质量管理,统一石油化工静设备(以下简称设
备)安装工程施工质量验收的要求,保证设备安装质量,制定本规范。
1.0.2 本规范适用于石油化工建设工程整体安装设备和现场组焊设备及其专
用内件、安全附件、设备附属梯子、平台等安装工程施工质量的验收。
本规范不适用于立式圆筒形储罐、气柜和非金属设备施工质量的验收。
1.0.3 本规范各条款除注明检查数量外,均应全数检查。
1.0.4 设备安装工程施工质量验收除应符合本规范外,尚应符合国家现行有关
标准的规定。

2 术 语
2.0.1 石油化工静设备 petrochemical static equipment
石油化工生产装置、辅助设施和公用工程的反应设备、分离设备、换热设
备、储存设备的统称。石油化工静设备包括本体及本体与外管道连接的第一道
环向焊缝的焊接坡口、螺纹连接的第一个螺纹接头、法兰连接的第一个密封面
及开孔的封闭元件、紧固件及补强元件等
2.0.2 方位线 orientational reference line
为检验设备制造和安装质量,在设备内壁或外壁用 0°、90°、180°、
270°标识的纵向母线。
2.0.3 基准圆周线 base circumferential line
为检验设备制造和安装质量,在设备内壁或外壁特定位置给出的垂直于轴
线的平面与器壁的交线

3 基本规定
3.1 资质要求
3.1.1 从事设备安装、现场组焊和无损检测等施工单位应具有与所承担工作内
容相应的专业资质。
检验方法:检查企业资质证书。
3.1.2 从事设备焊接的焊工、无损检测人员应按国家现行有关标准和规定考
取得合格证,且只能从事与资格相应的作业。
检验方法:检查人员资格证书。
3.2 计量器具
3.2.1 计量器具应经过检定/校准或验证,处于合格状态,并在有效检定期内
使用。
检验方法:检查计量器具检定标志。
3.2.2 周期检定的计量器具调转时,应有检定/校准合格证书。
检验方法:检查计量器具检定证书。
3.3 压力容器安装工程的监督检验
3.3.1 从事压力容器现场组焊、安装的施工单位在施工前应书面告知工程所在
地特种设备安全监督管理部门。
检验方法:检查“特种设备、现场组焊、安装告知书”
3.3.2 从事压力容器现场组焊、安装的施工单位应接受工程所在地有资质的检
验检测机构的监督检验
检验方法:检查“锅炉压力容器安装质量证明书“锅炉压力容器产品安
全性能监督检验证书

3.4 设备安装技术文件
3.4.1 设备安装应具有下列技术文件:
1 设计文件。
2 设备质量证明文件。
3 标准规范。
4 施工技术文件。
检验方法:检查相关文件。
3.4.2 设备质量证明文件应符合下列规定:
1 内容与特性数据符合设计文件。
2 有复验要求的材料应有复验报告。
检验方法:检查相关资料。
3.5 设备开箱检验
3.5.1 设备、内件和安全附件应符合设计文件和订货合同的要求。
检验方法:检查相关资料。
3.5.2 开箱检验应在有关人员参加下按照装箱单清点并检查下列项目:
1 箱号、箱数及包装。
2 设备名称、型号及规格
3 设备质量证明文件。
4 设备内件及安全附件的规格、型号、数量。
检验方法:检查设备开箱检验记录。
3.5.3 设备外观质量应符合下列要求:
1 无表面损伤、变形及锈蚀。
2 工装卡具的焊疤已清除。
3 设备管口封闭;
4 不锈钢及复合钢板制设备的防腐蚀面、低温设备表面不应有刻痕和各
