前言

FOREWORD

1. 本维护保养计划系根据 1974 年SOLAS 公约第 II-2 章规则 14 及第 III 章规则

20 和海事委员会通报第 850 号制订。

This maintenance and inspection plan was developed according to the

requirement of Reg.II-2/14 and Reg.III/20 of SOLAS 1974 and MSC

Circular 850.

2. 三副或船长指派的驾驶员应负责保管本计划,以便供主管当局检查。

The 3/O or deck officer assigned by the master takes full responsibility of

keeping the plan readily available for authority inspection.

3. 三副或船长指派的驾驶员应负责本计划所描述的按时逐项检查 LSA 及FFA

的状况与功能，但有些项目涉及机器操作，则应随同三管轮或轮机长指派的

轮机员一齐完成。如发现有任何疑问或异常，则应请大副或轮机长采取进一

步行动。任何船员无法处理的缺陷，应报告公司（ISM 办公室），以安排岸

修或更新装备，更换到期或受损/破旧/磨损/失效的装备。

The 3/O or deck officer assigned by the master takes full responsibility to

inspect the condition / function of LSA / FFA item by item regularly as

described in this plan, but some items with regard to operation of

machinery should be completed along with the 4/E or engine officer

assigned by chief engineer. If any doubt or abnormality was found, they

should consulate chief officer or chief engineer to take further actions. Any

deficiency cannot be dealt with by crew hand, should request the company

(ISM office) to arrange a shore repair or supply new equipment on board to

replace the expire one or the damaged / broken /wear and tear /

malfunction ine.

4. 不适用本船的项目应适当标注“N.A.”。

Any item not applicable to the ship should be made properly by inserting

”N.A.”.

5. 记录本计划，船名、航次、日期应在适当栏目记录，且所须资料应在空白处

记载。

When making entries in the plan, the ship’s name, voyage number, data

shall be inserted in the appropriate column and the required particulars

shall be recorded in the blank spaces.

6. 用如下缩写字母填写相关记录表格：

”E”：Excellent，”G”：Good，”A”：Acceptable，”P”：Poor.

7. 每完成检查表应由检查人员在表格底部签字。

Every officer shown at the bottom of each form shall sign after completion

of checks.

8. 本计划自最后一次记载日起保存三年。

The plan shall preserve for a period of three years after the last entry has

been made.

9. 完成检查后，表格 FM001 须作副本寄回公司，其他表格无须寄回公司。

Upon completion only the FM001 shall be made a copy to company, other

Form need not send to company.

Operational readiness and maintenance

1 目的

Purpose

本规则的目的在于保持与监控船舶防火安全措施的有效性。为此，应符合下列功

能要求：

The purpose of this regulation is to maintain and monitor the effectiveness of

the fire safety measures the ship is provided with. For this purpose, the

following functional requirements shall be met:

.1 防火系统及灭火系统及其装置应进行维护保养，保持完好并随时可用;

Fire protection systems and fire-fighting systems and appliances shall be

maintained ready for use;

.2 防火系统及灭火系统和装置应予适当测试、检查。

Fire protection systems and fire-fighting systems and appliances shall be

properly tested and inspected.

2 一般要求

General requirements

船舶在营运期间的任何时候，应符合第 1.1 款的要求。船舶非营运期间系指：

At all times while the ship is in service, the requirements of paragraph 1.1

shall

be complied with. A ship is not in service when:

.1 船舶正在修理期间或停航（锚泊或在港）或在干船坞；

It is in for repairs or lay-up(either at anchor or in port) or in dry-dock;

.2 船东或其代表声明船舶停止营运；

It is declared not in service by the owner or the owner’s representative;

2.1 操作准备

Operational readiness

2.1.1 下列防火系统应保持在完好状态，以确保在发生火灾时发挥其性能作用：

The following fire protection systems shall be kept in good order so as to

ensure their required performance if a fire occurs:

.1 结构防火，包括防火分隔及其开口和贯穿件的防护；

Structural fire protection including fire resisting divisions, and protection of

openings and penetrations in these divisions;

.2 火灾探测与火灾报警系统；

Fire detection and fire alarm systems;

.3 逃生系统与装置的措施。

Means of escape systems and appliances.

2.1.2 灭火系统和装置应保持良好的工作状态，随时可供使用。已用完的手提式

灭火器应立即填充或以等效装置替代。

Fire-fighting systems and appliances shall be kept in good working order

and readily available for immediate use. Portable extinguishers which

have been discharged shall be immediately recharged or replaced with

an equivalent unit.

2.2 维护保养、测试和检查

Maintenance, testing and inspections

2.2.1 维护保养、测试和检查的实施应根据本组织制定的指南，并考虑和确保灭

火系统和装置的可靠性

Maintenance, testing and inspections shall be carried out based on the

guidelines developed by the Organization and in a manner having due

regard to ensuring the reliability of fire-fighting systems and appliances.

2.2.2 维护保养计划应保存在船上，并应在主管机关要求时出示，供其检查。

The maintenance plan shall be kept on board the ship and shall be

available for inspection whenever required by the Administration.

2.2.3 维护保养计划至少应包括下列防火系统和灭火系统和装置：

The maintenance plan shall include at least the following fire protection

systems and fire-fighting systems and appliances:

.1 消防总管、消防泵和消防栓，包括皮龙、水枪和国际通岸接头；

Fire mains, fire pumps and hydrants, including hoses, nozzles and

international shore connections;

.2 固定式探火和火灾报警系统；

Fixed fire detection and fire alarm systems;

.3 固定式灭火系统和其他灭火装置；

Fixed fire-extinguishing systems and other fire extinguishing appliances;

.4 自动喷淋、探火和火灾报警系统；

Automatic sprinkler, fire detection and fire alarm systems;

.5 通风系统，包括防火和防烟挡板、风机及其控制装置；

Ventilation systems, including fire and smoke dampers, fans and their

controls;

.6 燃油供应的紧急切断；

Emergency shutdown of fuel supply;

.7 防火门，包括其控制装置；

Fire door, including their controls;

.8 通用应急报警系统；

General emergency alarm systems;

.9 紧急逃生呼吸器；

Emergency escape breathing devices;

.10 手提式灭火器，包括备用气瓶；

Portable fire extinguishers, including spare charges;

.11 消防员装备。

Fire fighting’s outfits.

2.2.4 维护保养程序可由计算机编制。

The maintenance programmed may be computer-based.

Operational readiness, maintenance and inspections

1 本规则适用于所有船舶。1986 年7月1日前制造的船舶，应尽实际可能符

合本规则 3和6.2 的要求

This regulation applies to all ships. The requirements of paragraphs 3

and 6.2 shall be complied with, as far as is practicable, on ships

constructed before 1 July 1986.

2 操作准备

Operational readiness

在船舶离港前及整个航程中的任何时候，所有救生设备应处于良好工作状态并

立即可用。

Before the ship leaves port and at all times during the voyage, all life-saving

appliances shall be in working order and ready for immediate use.

3 维护保养

Maintenance

应备有符合规则 36 规定的船上救生设备维护保养须知, 并相应地进行维

护保养。

Instructions for on-board maintenance of life-saving appliances

complying with the requirements of regulation 36 shall be provided and

maintenance shall be carried out accordingly.

主管机关

The Administration may accept, in lieu of the instructions required by

paragraph 3.1, a shipboard planned maintenances programme which

includes the requirements of regulation 36.

4 吊艇索的保养

Maintenance of falls

4.1 降落所用的吊艇索由于变质而需要换新或不超过 5年的时间间隔（取较早

者），均予以换新。

Falls used in launching shall be renewed when necessary due to

deterioration of the falls or at intervals of not more than five years,

whichever is the earlier.

4.2 主管机关可接受上述4.1 要求的“两端调头”的替代方式，定期检查吊艇

索，任何时候由于变质需要换新或不超过 4年的时间间隔（取较早者），

予以换新。

The Administration may accept in lieu of the “end for ending” required in

paragraph 4.1, periodic inspection of the falls and their renewal

whenever necessary due to deterioration or at intervals of not more than

4 years, whichever one is earlier.

5 备件与修理设备

Spares and repair equipment

救生设备及其易损坏或易消耗而需要定期更换的部件，应配有备件及修理设备。

Spares and repair equipment shall be provided for life-saving appliances and

their components which are subject to excessive wear or consumption and

need to be replaced regularly.

6每周检查

Weekly inspection

每周应进行下列试验和检查：

The following tests and inspections shall carried out weekly:

.1 所有救生艇筏、救助艇及降落设备应进行目视检查，以确保其立即可用；

All survival craft, rescue boats and launching appliances shall be visually

inspected to ensure that they are ready for use;

.2 只要周围环境温度高于启动和运转发动机所要求的最低温度，所有救生艇

和救助艇的发动机均应进行不少于3分钟的运转试验。运转期间，应证实齿

轮箱和齿轮箱传动系统运行正常。如安装在救助艇上的舷外发动机由于其特

殊性在螺旋桨没有浸没的情况下不允许运转3分钟，则其运转应按照制造

商的手册规定的时间运转。特殊情况下，对于1986 年7月1日以前建造的
