What is “Organizaonal Safety”? 什么是组织安全

The eld of “organizaonal safety” has emerged over the past 20 years or so, mainly from the

work of James Reason. The name “organizaonal safety” recognizes a central insight of relevance

to those who want to understand and accelerate safety performance improvement. The insight is

that ge'ng safety right means ge'ng the organizaon right. Safety excellence follows from

organizaonal excellence.

“组织安全”这一领域在过去 20 年左右出现了，主要来自 James Reason 的工

作。“组织安全”这个名称认识到与那些想要了解并加速安全绩效改进的人相

关的核心洞察力。我们的观点是，正确的安全意味着正确的组织。安全卓越源

What that means is that safety performance excellence isn’t about any one thing: behavior,

culture, systems, awareness, design… all are important. But no one thing gets at the central issue:

how the organizaon accomplishes the objecve of making the workplace safer.

这意味着，卓越的安全性能与任何一件事无关：行为、文化、系统、意识、设

Making the workplace safer means many things done in a coordinated way, an organized way.

Does one hand know what the other is doing? Are values shared by various levels of

responsibility? Are systems in places that are reliable? Can the organizaon say that safe

behavior, at all levels especially leadership, is reliable?

使工作场所更安全意味着许多事情都是以一种协调、有组织的方式进行的。一

只手知道另一只手在做什么吗？不同级别的责任是否共享价值观？是否有可靠

Consider the extremes to understand the central point. Some organizaons struggle to reduce

recordable injuries and then are shocked and surprised when they have serious and or fatal ones.

O3en in these organizaons trust is low, e4ecve communicaon is lacking, and safety leadership

is thought to be about awareness.

Contrast this with industrial organizaons who track serious and fatal events carefully as well as

smaller injuries and near misses that have the potenal to be serious. They have systems in place

to assure safe working condions and communicaons, and acve engagement of employees

across levels to prevent occurrences.

leadership capability that creates organizaonal e4ecveness is the shortest route to zero.
