为全面推进建筑工程“竣工测验合一”工作,建立统一的建筑工程竣工联测联核标准体
系,根据浙江省住房和城乡建设厅、浙江省测绘与地理信息局、浙江省国土资源厅等十一个
部门联合发文《关于贯彻落实“最多跑一次”改革决策部署全面推进建筑工程“竣工测验合
一”改革的实施意见》(浙建201710 号)的要求,编制组广泛调查研究了建筑工程竣工
阶段的规划、国土、房管、消防、人防等部门测量要求,认真总结实践经验,并在广泛征求
意见基础上,制定了本规程。
本规程主要技术内容是:1.总则;2.术语;3.基本规定;4.控制测量;5.建筑面积计算
规则;6.房产测量;7.规划测量;8.绿地测量;9.消防测量;10.人防测量;11.地下管线测
量;12.建设用地复核测量及不动产测量;13.成果数据要求。
本规程由浙江省住房和城乡建设厅、浙江省测绘与地理信息局、浙江省国土资源厅根据
各自职责管理,由各编制单位负责具体技术内容的解释。执行过程中如有意见或建议,请反
馈至浙江省测绘质量监督检验站,以便今后修订时参考。

1.0.1 为了统一建筑工程竣工综合测量技术标准,确保测量成果质量,满足城乡现代化建
设发展、信息化管理和信息资源综合应用的需要,制定本规程。
1.0.2 本规程适用于建筑工程的设计、报批和房产测量建筑面积计算及竣工阶段的规划、
绿地、用地、消防、人防和地下管线的测量工作。
1.0.3 建筑工程竣工综合测量应在建设工程许可的各项工程内容全部竣工后进行。
1.0.4 建筑工程的设计、报批和房产测量建筑面积计算及竣工综合测量,除应符合本规程
外,尚应符合国家、行业和地方现行有关标准的规定。

2.0.1 竣工综合测量 comprehensive measurement in the completion
建筑工程竣工阶段的房产、规划、绿地、用地、消防、人防和地下管线的测量工作。
2.0.2 房屋主体结构 house main structure
房屋中由组成结构的梁、板、柱等主要构件相互连接而构成的,形成能承载房屋荷载的
空间体系。主体结构必须具有符合技术要求的强度、韧性和稳定性,以确保承受房屋本身及
其附属设施的各种荷载。房屋主体结构范围一般指支撑房屋主体的梁、板和柱等主要构件结
构最外围水平投影以内部分。
2.0.3 围护结构 building envelope
建筑物以及房间各面的围挡物,包括外围护结构的外墙、屋面、外窗、户门(包括阳台
)以及内围护结构的分户墙、顶棚和楼板。
2.0.4 围护设施 building containment
建筑物中为保障安全而设置的栏杆、栏板等围挡。
2.0.5 地下室 basement
室内地面低于室外地平面的高度超过室内净高的 1/2 的空间。
2.0.6 半地下室 semi-basement
室内地面低于室外地平面的高度超过室内净高的 1/3,且不超过 1/2 的空间。
2.0.7 设备层 mechanical floor
建筑物中专为设置暖通、空调、给排水和电气的设备和管道施工人员进入操作的空间层。
2.0.8 夹层 dunn bass
房屋自然层内未形成完整楼层结构但属于房屋整体结构的局部楼层。
2.0.9 架空层 open floor
仅有结构支撑而无外围护结构的开敞空间层。
2.0.10 骑楼 sotto portico
建在道路(街、巷)旁,底层部分用作行人公共通道的房屋。
2.0.11 过街楼 arcade
底层(部)有道路通过的楼房或上部贯通、底层局部为通道的相连楼房。
2.0.12 corridor
与房屋相连、有上盖,供行人通行的水平通道。廊的基本类型有:双面空廊、单面空廊、
柱廊、架空通廊、檐廊、挑廊、回廊和门廊等。
2.0.13 柱廊 colonnade
有顶盖和支柱,供人们通行的水平交通空间。
2.0.14 架空通廊 the overhead of the corridor
两端以房屋为支撑,有围护、底层无支柱的架空通道。
2.0.15 檐廊 eaves Gallery
设置在房屋檐下的水平交通空间。
2.0.16 挑廊 overhanging corridor
挑出房屋主体外的,与房屋相通,有顶盖、有围护(栏杆)和无支柱的水平交通空间。
2.0.17 回廊 cloister
房屋门厅或大堂内,设置在二层或二层以上的回形走廊。
2.0.18 门斗、门廊 porch
房屋门前突出的有顶盖和支柱(或墙)的通道。门廊、门斗必须具备与房屋相连通,
永久性的、结构牢固的顶盖;以柱支撑顶盖为门廊,是开放式的建筑空间;以墙支撑顶盖为
门斗,是起分隔、挡风和御寒等作用的过渡性建筑空间。
2.0.19 阳台 balcony
